Jay Timmons, CEO of the National Association of Manufacturers, emphasized the significance of the bill for small manufacturers and the supply chain, warning that without it, job losses and economic setbacks could have been severe. He also noted that maintaining the current corporate tax rate is a quiet but critical win for encouraging domestic investment.

While concerns remain about the projected $3 trillion increase in national debt, Timmons argues that growth-driven policies will spur investment, job creation, and increased tax revenue, offering long-term certainty and momentum for U.S. manufacturers.

House Agriculture Committee chair Glenn Thompson stated that debate on the bill wouldn鈥檛 begin until September. Senate Agriculture Committee鈥檚 senior Republican, John Boozman, suggested that extending the current law into 2025 might be preferable if meaningful changes aren鈥檛 made to reference prices that trigger subsidy payments.

The House Agriculture Committee鈥檚 farm bill, passed in May, proposes increasing crop subsidy and insurance outlays by a third but only partially offsets the cost. It also includes proposed SNAP cuts, which have failed in previous farm laws. Senate Agriculture Committee chair Debbie Stabenow criticized Republicans for claiming that SNAP costs take resources away from farms, calling the argument misleading.

Farm groups have long sought higher reference prices and expanded crop insurance. Boozman proposed a 15% increase in reference prices, while Stabenow promised a 5% increase with $5 billion allocated for it. However, progress remains slow, and an extension of the 2018 farm bill seems more likely than a new agreement.

Lemon Law

In Tennessee, a bill is being debated that would require equipment manufacturers to replace farm machinery with comparable machinery. The bill also allows聽for聽returns, refunds, and coverage of repair costs, and聽creates a civil cause of action for consumers.聽This bill is similar to laws passed in several states鈥攎ost聽recently in Arkansas.

Right to Repair

The battle to enact right-to-repair legislation in聽various forms continues, with legislation currently filed in more than a dozen states.

Distribution

While motor vehicle manufacturers are the聽current target, a bill being discussed in Maryland would prohibit actions聽that would prevent a dealer from listing the purchase price of a vehicle online. The bill聽also prohibits manufacturers from聽coercing or requiring a dealer to list a聽price on the dealer鈥檚 website that is different from the聽purchase price.
